Title I of the Adam Walsh Act, which is more commonly referred to as the Sex Offender Registration and Notification Act, provides minimum standards for the registration of all sex offenders across the country. This fact sheet, produced by the Department of Justice, discusses the applicability of the Sex Offender Registration and Notification Act to juvenile sex offenders. The fact sheet concludes that it is not mandatory for jurisdictions to register juvenile offenders under SORNA just because they have been adjudicated delinquent for committing a sex act against a child under the age of twelve. The key consideration is whether the elements of the juvenile's offense require registration, not whether the underlying conduct would require registration.
